Community Development Officer and Development Officer

Laois Partnership Company has responsibility for the delivery of the Social Inclusion Community Activation Programme (SICAP), the Rural Development Programme (LEADER Programme), and a series of ancillary programmes in County Laois. We are seeking to recruit a Community Development Officer and a Development Officer to work in the Social Inclusion Community Activation Programme.

 

The successful Community Development Officer candidate’s role will include:

  1. Delivery of community actions as outlined in the SICAP Annual Plan in partnership with local community groups including support for Resident’s Groups in identified areas.
  2. Pre-Development work to support the formation of Resident’s Groups in identified areas.
  3. Work with New Communities in line with the SICAP Annual Plan.
  4. Supporting the delivery of English Conversational Classes through Failte Isteach to New Communities including Asylum Seekers.
  5. Deliver on the SICAP targets and KPI’s.
  6. Regular reporting on the delivery of the programme targets within required timeframes using Pobal’s online Reporting System (IRIS).
  7. Delivery of training and supports for community groups to support their ongoing development including assistance with funding applications and support to develop local community facilities and actions.

 

The successful Development Officer candidate’s role will include:

  1. Work across Goal One in targeted communities to identify and refer eligible individuals for SICAP educational, training, personal development and enterprise and employment supports.
  2. Delivery and development of a range of unaccredited Personal Development programmes aimed at bridging the gap between mainstream education programmes under Goal Two.
  3. Delivery of community actions as outlined in the SICAP Annual Plan in partnership with local community groups including support for 5 Men’s Shed Groups.
  4. Deliver on SICAP targets and KPI’s.
  5. Regular reporting on the delivery of the programme targets within required timeframes using Pobal’s online Reporting System (IRIS).
  6. Responsible for ensuring IRIS paperwork is up to date and correct.
  7. Development of tools to evaluate SICAP work including baseline surveys, evaluations and analysis of existing data.

 

 

Conditions of Work

The successful candidate will be required to work 35 hours a week

Annual Contract subject to funding commencing January 2018, Salary available up to €35,049 PA pro rata.

 

Candidates

  • A primary degree (NFQ Level 7) in one of the social sciences (including but not exclusively community development)
  • A minimum of three years’ experience of working in a developmental role with community organisations or projects, or other similar organisations (in a paid/ voluntary capacity or a combination of both)
  • Experience of working with marginalised individuals and communities
  • Excellent communication and interpersonal skills

Job Description for the Position of Development Officer

 

Overall purpose of the Role

Responsible for contributing to the implementation of Laois Partnership Company’s mission of promoting social inclusion in Co Laois by assisting communities and individuals attain a better quality of life and develop their potential by direct quality focussed actions using community development approaches. This will be achieved through delivery of the Social Inclusion and Community Development Programme (SICAP) Strategy 2018 – 2022.  Community Development and Community Capacity Building work will be prioritised in geographic communities experiencing high levels of disadvantage as per the deprivation index.  Communities of interest to be prioritised will include but not restricted to; People living in Disadvantaged Areas, New Communities, LTU, lone parents, people with a disability, Travellers, ROMA.

 

Key Roles & Responsibilities

  1. Work across Goal One in targeted communities to identify and refer eligible individuals for SICAP educational, training, personal development and enterprise and employment supports.
  2. Delivery and development of a range of unaccredited Personal Development programmes aimed at bridging the gap between mainstream education programmes under Goal Two.
