Vacancy – Childcare Manager (Full-time)

Laois Partnership Company has responsibility for the delivery of the Social Inclusion and Community Activation Programme (SICAP), the Rural Development Programme (LEADER Programme), and a series of ancillary programmes in County Laois. We are seeking to recruit a Childcare Manager for our Childcare Facilities in Portlaoise.

 

Position Information:

Reporting to:   The Social Inclusion Manager

 

Position Summary:

Laois Partnership Company manages a pre-school and three afterschool programmes, based in three community based facilities in Portlaoise.  Each facility has a co-coordinator and assistant co-ordinator.  The Childcare Manager will oversee and co-ordinate the efficient operation of these services to the highest standards in line with Túsla and Department of Children and Youth requirements.

 

Principal Duties and Responsibilities:

  • Work collaboratively with the other members of the childcare team to ensure the effective and efficient management and operation of the childcare services in accordance with the values and strategic direction of the organisation.
  • Co-ordinate the development and delivery of services and ensure that they are addressing the needs of all service users in an integrated family focused manner.
  • Oversee the professional development and practice of frontline and Co-ordination staff involved in service delivery and ensure that it is in line with best practice in the sector and that staff are adequately supervised and supported in their roles.
  • Ensure that appropriate policies and practices are in place to support the childcare service delivery function of Laois Partnership Company and work with the childcare team to address gaps in this regard.
  • Ensuring all children are registered on the PIP system and all relevant documentation is gathered.
  • Recording of all relevant information for the programme on PIP and ensuring all data is complete and up to date on a weekly basis
  • Establish and maintain excellent administrative systems and carry out other responsibilities as appropriate to the position.

 

Team Management Responsibilities:

  • Provide appropriate support and advice to members of the childcare team in relation to policy and practice in service delivery and support them in understanding and implementing related policies and procedures.
  • Stay current in relation to relevant legislation, governance matters and general practice within the sector, monitor changes in legislation or practice of relevant organisations and work with the management team and others in relation to their implications for Laois Partnership Company childcare Services.
  • Evaluate the performance of staff members through a review process, formulate baseline KPIs and ensure a high level of service delivery.
  • Work with the childcare team to ensure that appropriate policies and procedures are in place to manage and respond to health and safety needs and that staff are fully aware of their rights and responsibilities in this area.
  • Oversee the professional development of frontline and management staff involved in service delivery, and ensure that it is compliant with legal requirements and best practice guidelines.
  • Provide professional supervision for designated staff.
  • Work with the management team to ensure that appropriate staff support systems are in place. Work with the management team in monitoring staff performance and ensure that staff performance systems are supportive, fair, effective and sustainable and in line with best practice in the sector.
  • Work with the management team to identify and respond to gaps in the skills base of the organisation in line with the strategic direction of the organisation.
  • Work with the management team in relation to recruitment of appropriately qualified staff and ensure that the recruitment process is conducted in accordance with relevant legislation.

 

Financial Responsibilities:

  • To monitor and operate within the budget allocated
  • Oversee and administrate the collection of fees, receipts etc.
  • Provide regular financial reports to the Social Inclusion Manager and review financial procedures and controls on an ongoing basis.
  • Assist the Social Inclusion Manager in the development of the annual financial plan and ensure that each service operates within the agreed annual budget and in adherence with the financial policies, systems and procedures of the organisation.
  • Identify funding deficits in relation in service delivery and develop strategies to address such deficits in line with the strategic objectives of the organisation.

 

Co-ordinate the Integration of Service Delivery:

  • Work proactively with the management team to develop and agree an annual service plan and ensure that adequate resources are in place to deliver on the plan.
  • Ensure consistency and continuity of service for service users.
  • Work with the childcare and management teams to consistently review and monitor service needs and trends with a view to ensuring that services provided are in line with the changing needs of service users and that gaps in service provision are addressed where possible.

 

Policy Development:

  • Develop, update and implement relevant policies and procedures in relation to service delivery and ensure that Laois Partnership Company is operating in accordance with best practice and relevant legislation.
  • Ensure that best practice in relation to standards of health and safety are maintained at all times.
  • Ensure that service users are aware of the complaints procedure; that the process is user friendly and that complaints are dealt with in accordance with best practice guidelines.
  • Ensure that appropriate monitoring and evaluation systems are in place to facilitate the organisation to regularly review its practice, role and functions in relation to service delivery.

 

Interagency Work:

  • Establish positive working relationships with relevant agencies and work towards optimising interagency co-operation in relation to addressing needs of service users.
  • Represent Laois Partnership Company on relevant interagency and other fora, to highlight and address policy and practice issues.

Administration and Other Responsibilities:

  • Ensure that appropriate record-keeping systems are in place and maintained up to date and provide reports and other documentation as required to meet the needs of the services, funders and other bodies.
  • Provide qualitative and quantitative reports on service provision as required by the Social Inclusion Manager, funders and other relevant bodies.
  • Consistently review and improve communication processes to ensure effective communication internally and externally in relation to service delivery. This includes ensuring that information is consistently available in relation to service activity levels.

Person Specification

Essential
• Third level qualification in a related discipline.
• Minimum 3 years work experience in a similar role
• Effective management ability in client centred service provision
• Comprehensive knowledge of relevant legislation and regulations
• Proven track record of directly supervising and supporting staff
• Full appreciation of the need for strict confidentiality

• Experience of the online PiP system
